Emergency Response Tour of Utilities

Upon the invitation of China State Power, and co-organized by the Advanced Training Center of State Grid, a team of senior managers responsible for electric emergency response and reliability issues from SGCC headquarter and affiliated regional and provincial companies, visited the Canadian and American counterparts in November 2005. The major interest of the team is to exchange on issues like the risk management and emergency response in a competitive environment, i.e. the concept, organization build-up, process, information system and so on; as well as the reliability criteria, implementation and improvement measures; the evaluation method; and available training institutions in North America The institutions visited included the Federal Energy Regulatory Commission (FERC), the largest US ISO-PJM, DWP of California, Hydro Quebec of Canada and others. Fruitful discussion and exchanges were conducted between the officers and experts of relative parties. The result of this visit will contribute greatly toward facilitating the improvement of electric emergency response mechanism and improving the reliability standard in China.
