According to Xinhua News Agency, at the 134th Plenary Session of the International Olympic Committee held in Lausanne on June 25th, the Beijing Winter Olympic Organizing Committee made a statement to the plenary. Zhang Jiandong, Vice Mayor of Beijing and Executive Vice Chairman of Beijing Winter Olympic Organizing Committee, said that the 2022 Beijing Winter Olympic Games will fully implement Agenda 2020 and the New Norms, striving to create a frugal, wise and green Olympic Games.

Zhang Jiandong said in his statement: "The preparations for the 2022 Beijing Winter Olympic Games are proceeding smoothly and orderly. I would like to reiterate that all the venues will be completed in 2020. A total of 15 Winter Olympics test competitions will be used to test the Olympic venues and facilities. In accordance with Agenda 2020 and the New Norms, we strive to build a frugal, wise and green Winter Olympic Games. I hope and believe that Beijing 2022 will be the most participatory Winter Olympic Games.

Zhang Jiandong said that while making full use of the heritage of the 2008 Beijing Olympic Games venues, "we have formulated post-competition utilization plans for each winter Olympic venue. We are promoting the concept of Low Carbon and Environmental Protection throughout the country. Beijing 2022 is also encouraging hundreds of millions of Chinese people, especially young people, to participate in ice and snow sports.

Zhang Jiandong said, "Let's work together to present a wonderful, extraordinary and outstanding Olympic Games."

According to reports, the carbon dioxide refrigeration system will be used in some venues (ice rinks) of Beijing 2022, which will reduce the overall carbon emissions of the Beijing Winter Olympic Games. It is also the first time that this technology has been used in the Winter Olympics. It will be applied in the speed skating, figure skating and short track speed skating venues of the Beijing Winter Olympics, as well as in the ice hockey training venues. It means reducing annual emissions of carbon dioxide equivalent to nearly 3,900 cars (more than 26,000 tons), or equivalent to carbon emissions reduction achieved by planting more than 1.2 million trees.

Earlier, Liu Yumin, Minister of Planning and Construction of the Beijing Organizing Committee for the Winter Olympics, disclosed that "the construction of Beijing Winter Olympics venues attaches great importance to environmental protection and sustainable utilization. For example, refrigerants are needed for ice making in ice venues. The refrigerants used in the past contain a large amount of Freon, which will have a negative impact on the atmospheric environment. After repeated communication between BOCOG and IOC, it was decided to use a new type of carbon dioxide refrigerant in the national Speed Skating Gymnasium and the newly renovated Capital Stadium. Other ice venues will also use refrigerants with less atmospheric impact. Liu Yumin said that these new refrigerants have never been used in Olympic-level ice competitions. "This will be a great contribution to the global environment made by Beijing 2022. The IOC appreciates this very much.
